The Challenge: Compliance Training That Couldn't Keep Pace with Growth 

This Fortune 500 energy utility serves millions of electric and gas customers across a 2,600-square-mile territory. Its permit holders and task performers, the employees responsible for keeping construction and maintenance projects environmentally and regulatorily compliant, were trained almost entirely through classroom sessions and one-on-one mentoring. 

That model worked when the workforce was small and centralized. It didn't scale as the utility grew and became more geographically dispersed. Three problems compounded: 

  • Inconsistent knowledge transfer. Every classroom cohort got a slightly different version of the material, depending on who was teaching it.

The Solution: A Mentor-Guided Simulation Built for a Dispersed Workforce 

The utility partnered with a talent-transformation and learning-design team to build a single-module, self-paced e-learning simulation. Three design principles shaped it: 

  1. Guided, not just self-serve.A virtual mentor character walks learners through every section, so self-paced doesn't mean unsupported. Employees always have a "who do I ask" figure built into the course itself.
  2. Practice before it counts.Rather than passive reading, learners work through scenario-based decision points, drag-and-drop activities, and multiple-choice knowledge checks tied to real permitting situations they'll encounter in the field.
  3. Flexibility for a dispersed workforce.The course menu is fully unlocked. Employees across any project site can jump straight to the topic they need, permit types, roles and responsibilities, the request-and-approval process, documentation and compliance, in any order, and revisit sections whenever they need a refresher.

Gamification was layered in deliberately to close the engagement gap the classroom format had left behind: a star earned per knowledge check passed, "Did You Know?" fact screens between sections, and a closing summary paired with a final assessment.
